The US International Trade Commission has determined that imports of crystalline silicon photovoltaic cells from India, Indonesia, and Laos injured US manufacturers. The material-injury finding is a key step in the trade case.
The decision clears the way for the Department of Commerce to finalize anti-dumping and countervailing duty orders on those products. With the ITC's ruling, Commerce can now move to impose the duties on solar cell imports from the three countries.
