A federal judge has reinstated the $7 billion Solar for All program, ruling that the Environmental Protection Agency acted illegally when it terminated the initiative. The judge, a Trump appointee, rejected the EPA's position that the One Big Beautiful Bill Act had converted the funding into a discretionary lump sum. Because the law did not give the agency that flexibility, the court found the termination unlawful.
