New York City’s Department of Buildings released year-one results for Local Law 97, covering calendar year 2024. Of the 29,031 buildings required to report, 95% of those that filed met either emissions limits or one-time upgrade requirements. The city is now sending notices of deficiency and fines to the roughly 1,911 properties that missed the August 2025 deadline.
The law has two main reporting paths. Article 320, for larger market-rate buildings, saw 95% of filings meet emissions limits, with only 470 properties exceeding them. Article 321, for affordable housing and houses of worship, was mostly satisfied through a prescriptive pathway: 83% of filers chose to implement at least 13 energy-efficiency improvements.
Many owners improved performance through lighting upgrades, envelope work, heat pumps, and energy management systems. Among the 149 properties that requested penalty mitigation for good-faith efforts, more than two-thirds submitted decarbonization plans. Manhattan had the highest filing rate at 98%, while Staten Island had the lowest at 84%.
