House passes bill making AI data centers pay for grid upgrades

The U.S. House of Representatives has passed the Ratepayer Protection Act, a measure designed to make AI data centers pay for grid upgrades made to accommodate their power needs. The bill aims to prevent the cost of new transmission and generation infrastructure from being shifted onto residential ratepayers, according to Tom's Hardware.
Both sources agree on the core mechanism: the bill directs states to consider adopting a federal standard within two years of passage. However, the legislation is not yet law — it must still clear the Senate and receive presidential approval before state regulators can act on it.
Utility Dive adds a note of caution, reporting that analysts at ClearView Energy Partners see the bill as "largely reinforcing" a transition already underway as states adopt large-load tariffs. They also judge it unlikely to pass the Senate before the midterm elections, a point Tom's Hardware does not address. The two outlets otherwise align on the bill's intent and current legislative status.
