Ofcom's enforcement under the Online Safety Act is running into a practical problem: issuing a fine is not the same as receiving payment. According to The Register, the regulator is finding that collection is much harder than the penalty itself. Platforms appear to be calculating the minimum level of compliance needed to avoid being blocked, and no more.
That leaves Ofcom in the position of chasing unpaid fines while platforms continue operating. The report frames this as a standoff where the threat of being blocked works, but the financial consequences are less effective. With a single source, there are no competing claims to compare, but the implication is that the current enforcement structure gives platforms room to game the process.
