RIPE NCC, the regional internet registry for Europe, the Middle East, and parts of Central Asia, has proposed a governance change it describes as a "correction" rather than a reform. The organisation's formal rules say its elected Executive Board manages the association, but in reality that role falls to the CEO, referred to in its articles as the Managing Director. Chief Legal Officer Athina Fragkouli said the goal is to bring formal governance structure in line with how the organisation already works.
The proposed change would give the CEO a vote in board decisions. Fragkouli argued this does not make the CEO independent of the board, which retains authority to appoint, dismiss, and supervise the CEO, as well as set internal rules and limits on executive authority. She described the move as an exercise in good governance that removes ambiguity and clarifies accountability.
RIPE NCC will publish the text of the proposed changes by September 30, ahead of its General Meeting from 28–30 October, where members will vote. The organisation has over 20,000 members across 75 nations. The source notes that RIR meetings can be lively, but few members typically get involved, leaving open whether this proposal will draw more participation. No opposing view or dissent is mentioned in the source.
